On 19 October, the State Drug Administration held a meeting to promote the work of informatisation. The meeting thoroughly studied and implemented the important ideas of General Secretary Xi Jinping on network power, summed up and exchanged the achievements and experience of drug regulatory informatisation work, analysed and studied the situation and problems, and researched and deployed the informatisation work in the next stage. Li Li, secretary of the party group and director of the State Drug Administration, attended the meeting and delivered a speech, and Huang Guo and Lei Ping, members of the party group and deputy directors of the Bureau, as well as the Director of Drug Safety of the Bureau, attended the meeting.
The meeting pointed out that information technology is a multiplier of the effectiveness of drug supervision, is the power source of regulatory modernisation. In recent years, drug regulatory authorities at all levels adhere to information technology to lead the modernisation of drug regulation, and make every effort to promote information technology work to consolidate the foundation, innovation, application and deepening of the smart regulation of medicines has been from the tamping base base, columns and beams into the accumulation of potential, deepening the application of the new stage. To accurately grasp the situation facing the task, and strive to deeply integrate information technology into the supervision of the whole process, in all aspects, to comprehensively improve the risk management and control of regulatory authorities at all levels, the full life cycle of regulatory capacity.
The meeting stressed that to do a good job in the current and future period of drug regulatory information technology, we should adhere to Xi Jinping new era of socialism with Chinese characteristics as a guide, conscientiously implement the requirements of the “four most stringent”, in accordance with the “co-ordination and synergy, business-driven, step by step, and strive for practical results! In accordance with the working idea of “coordination and synergy, business-led, step-by-step and pragmatic effect”, we should promote the regulatory informatisation work of the whole system through innovative mechanisms, sharing resources, integrating systems and deepening applications, and strive to build an informatisation system that is “useful in combat, loved by the grassroots, and popular among the public”, so that informatisation can become a key impetus for leading the modernisation of drug regulation. The meeting made a speech on the next step of work.
The meeting made a six-pronged deployment for the next step. The first is to strengthen the overall planning of information technology work, play a leading role in information technology planning, strengthen the interconnection of the national drug regulatory information system, and further unify the information technology construction standards. The second is to deepen the application of information technology in production supervision, support enterprises to strengthen real-time monitoring of the production process, and deepen the use of information technology to carry out on-site inspection. Thirdly, we will “manage the network by the network”, improve the national unified monitoring platform for online sales, and urge third-party platforms to use information technology to fulfil their main management responsibilities. Fourthly, we will accelerate the improvement of the electronic drug traceability system, expand the coverage of the drug traceability system, accelerate the integration of traceability information of various links, and use the traceability chain to link up the industrial chain, risk chain, responsibility chain and supervision chain. Fifthly, it will optimise and improve the level of e-government services, enhance the informatisation services for the people, provide high-quality and convenient enterprise-related services, and expand professional and efficient review and approval services. Sixth, firmly guard the bottom line of network security, improve the drug regulatory network and data security technology protection system, improve the data security capacity, strengthen the whole system as a whole protection.
The meeting requested that the national drug supervision system should effectively put the wisdom of supervision into a more prominent strategic position, strengthen the work guarantee, and promote the key tasks to achieve results. Strengthen the organisational leadership, establish and improve the business demand-driven, information technology-supported multi-departmental coordination mechanism. Grasp the construction of key projects and accelerate the transformation of information technology design drawings into construction drawings. Strengthen the digital thinking and digital skills training of regulatory personnel, and enhance the information technology application capability of the whole system.
At the meeting, the Information Centre of the State Drug Administration introduced the overall situation of drug regulatory informatisation work, and the Department of Drug Registration, the Department of Drug Regulation, the Apparatus Review Centre, and the China Academy of Inspection and Quarantine made experience exchanges. All departments and bureaus of the State Drug Administration, the party and government of the units directly under the main responsible comrades and the responsible comrades in charge attended the meeting.
